Duval County beach access directory
This countywide reconciliation accounts for 106 verified public Atlantic Ocean beach-access destinations: five park or state-park destinations, 20 map-labeled Atlantic Beach entrances, 25 Neptune Beach entrances and 56 unique Jacksonville Beach walkovers. Naval Station Mayport’s shoreline is documented separately because it is restricted federal property, not a public beach entrance.
Use only signed public routes. An oceanfront hotel, condominium, club, military installation or residential gate does not become a public entrance because the shoreline is nearby.
Northern Duval parks and public shoreline
Big Talbot’s Blackrock and Boneyard are separate named shoreline experiences with different trailheads. Hanna Park has multiple internal routes, but the city does not publish them as separately named public street entrances; it is counted once as a managed park destination.
Restricted federal shoreline
Mayport is excluded from the 106-public-access count. Installation gate approval and MWR eligibility are not public beach passes.
Atlantic Beach · 20 map-labeled entrances
The city’s general recreation page says 19 ocean accesses, while its official access map labels the 20 routes below, including Ahern Street. The more inclusive map inventory is retained so a possible current access is never silently dropped.

Neptune Beach · 25 entrances
The city inventory distinguishes dune walkovers, sand paths, bicycle parking and dedicated vehicle spaces. An entrance does not guarantee nearby general parking.

Jacksonville Beach · 56 unique walkovers
The official 2026 map shows 19 numbered avenues north of Beach Boulevard, the Beach Boulevard/Lifesaving Station route and 36 numbered avenues south. Avenue 24 South is not shown. The Jacksonville Beach Pier hub overlaps the 4th Avenue North area, and Oceanfront Park overlaps 6th Avenue South, so those facility descriptions are not counted as two additional entrances.

Current city guidance identifies Beach Boulevard beside the Lifesaving Station as the ADA beach route. Other ramped walkovers may not meet ADA guidelines. Restrooms or toilets are published at 19th Avenue North, 5th Avenue North, 2nd Avenue North and Oceanfront Park/6th Avenue South.
Private routes and areas outside this inventory
Oceanfront hotels, condominiums, clubs and residential properties may maintain private walkovers for registered guests, owners, residents, members and their authorized visitors. These are not public entrances and are excluded from the count. Atlantic Intracoastal, river, marsh and fishing-pier parks without an Atlantic Ocean beach route are also excluded; this directory is specifically for Atlantic beach access.

The review used the three beach cities’ official access inventories, current City of Jacksonville oceanfront-park pages, Florida State Parks pages and Naval Station Mayport access information. Construction, erosion, nesting closures and emergency orders can temporarily close an otherwise public route.
