VIRGINIA · WATERFRONT RESEARCH
Caroline County waterfront
Port Royal Landing is a tidal Rappahannock River boating access in Caroline County. Tidal freshwater is distinct from an inland nontidal lake.
Two different Port Royal arrivals
DWR lists a hand-carry launch at the end of King Street, one block east of Route 301. This establishes boating access, not a beach guide or swimming permission.
The Port Royal refuge unit is reached from Caroline Street in Port Royal. Its nature and water-trail access is retained separately from the King Street launch.
Know the refuge rules
Pets are prohibited on the refuge. This refuge rule must not be applied automatically to the separate town landing.
Swimming, camping and fires are prohibited on the refuge. A swimming prohibition alone does not decide whether a physical shore qualifies as a beach.
Keep inland recreation separate
DWR places the Rappahannock tidal limit at the Fredericksburg fall line. This does not make every lake or upper-river recreation site coastal.
Lake Caroline is a gated inland lake community; its sandy beaches are excluded from coastal coverage.
