Restroom or shower sites; confirm type
The current Town page lists restroom or shower facilities at New Bern Avenue (Access 15), Roland Avenue (18), and Kinston Avenue (19), independently mapped in Pender. It does not establish which facility type is present at each location or permanence. Broadway Access 5 is Onslow and excluded here. Confirm the exact facility and present operation with the Town.

Mobile rescue; no fixed stands
Surf City’s Ocean Rescue is a mobile, reactionary team, not stationary lifeguards. Memorial Day–Labor Day it places at least one certified swimmer on standby 9 a.m.–7 p.m. and patrols when tides allow; emergency response operates year-round. No fixed staffed guard section at a particular Pender entrance is certified.

Choose an entrance
Use a signed Town public entrance in the Pender portion of Surf City. Access 16 is listed at 300 North Shore Drive. The municipality also extends into Onslow County.
Use the current Town roster to choose a Pender entrance. Access 16 is 300 North Shore Drive, 17 is 200 North Shore Drive, 18 is the central Roland approach, and 19 is Kinston Avenue at 200 South Shore Drive. Do not treat all 39 Town entrances as Pender.
Official route / restriction details ↗Parking, route & accessibility evidence
Parking & entry: Parking & entry details. Town visitor parking is enforced March 1–October 31, 9 a.m.–6 p.m.; use posted QR/Text 2 Park signs or the Town-linked platform. The FY 2026–2027 schedule lists $5/hour, $25/day, $100/week and $300/season. Choose a Pender public lot rather than private cottage parking.
Parking source ↗Accessibility: Check route and sand gap. The Town lists accessible Pender approaches at Access 6 (1500 North Shore Drive), 18 (Roland) and 19 (Kinston). Its chair program accepts reservations and Town-limit delivery under posted weekly/daily schedules. Accesses 1 and 5 on that same list are Onslow. A chair or mapped approach does not establish an uninterrupted route to the water.

Use the directory to check each entrance’s identity and status. Guide map pins are approximate shoreline locations, not turn-by-turn entrance directions or proof of current opening.

- What this label covers
- NC DEQ public-access observation OBJECTID 141; original survey 1359676800000 milliseconds Unix. Approach planning point, not a beach boundary, continuous accessible route, navigation waypoint, or present operation certification.
Beach ownership, the route across land, public shoreline-use rights and access to facilities are separate questions. Rules vary by state and location. Use the identified public entrance or documented permission; neither a nearby resort nor an admission fee by itself establishes that a beach is private. A mapped beach is not permission to cross private property.
Access policy reviewed 2026-10-09. Not a live closure report or a property-boundary survey.
Allowed & prohibited activities
Alcohol: Alcohol rules are not confirmed for this beach.
What still needs confirmation
Current published §4-16 prohibits open beer/malt beverages on the strand from 300 North Shore Drive to 200 South Shore Drive, and prohibits the code’s stated spirituous liquor or unfortified wine on the beach strand. The FAQ’s blanket alcohol “yes” and conflicting access numbers are not relied on for permission.
Fires and grills: No open flames or charcoal grills on the Town beach. Portable gas grills are permitted, subject to the Town’s other safety and equipment rules.
Overnight camping: Tent camping is not allowed on the Town beach. Overnight beach equipment is also removed under the posted 10 p.m.–7 a.m. rule.
Shore fishing: Shore fishing rules are not confirmed for this beach.
What still needs confirmation
The reviewed Town visitor pages do not establish all exact shore-fishing exclusion zones, time windows or pier-adjacent casting rules. Swimming/surfing exclusions and paid pier access are separate; confirm current Town fishing rules and NC saltwater license requirements.

Weather, forecasts & tides
NWS Wilmington (ILM) is the independently verified forecast office for the sampled nearby land point, in America/New_York. A point-based land forecast is not an exact beach observation. No current entrance-level temperature, wind or observed safety state is certified here.
The fresh NWS point response routes this vicinity to ILM and an America/New_York land forecast. Use the linked forecast and its issue/validity times; this routing snapshot does not establish current beach conditions or swimming safety.
A fresh NOAA Wrightsville Beach station 8658163 metadata response was reviewed as a regional reference. It is outside this county and does not establish exact Topsail ocean/inlet/sound tide timing. The attempted Topsail station 8658229 lookup failed; exact destination prediction suitability remains unresolved.
Use NWS Wilmington’s coastal rip-current guidance and current issued surf/rip forecast. Rip, longshore and shorebreak hazards differ from a measured flag at the entrance; no current numerical surf or exact beach warning level is certified by this research snapshot.
Closures, flags & water quality
Town sources describe warning flags and safety equipment at its 39 municipality-wide accesses, but no dated observed entrance flag is certified. The Town-wide count includes Onslow. Check the exact Pender entrance’s current sign and posted flag; a forecast or rescue patrol is not an observed flag.
NC DEQ lists S 29 at South Shore Drive/Kinston as an ocean station. Its segment and sample clocks remain specific; S 54 is an estuary bridge station, and S 29 B Broadway has a county-label conflict against the public-access roster’s Onslow location. Neither is inherited as a Pender ocean result. Source records and sampled dates are retained separately from retrieval. The retrieved station-status snapshot is not a guarantee of safety, underwater clarity or current conditions after retrieval.
