VIRGINIA · WATERFRONT RESEARCH
Fredericksburg waterfront
DWR identifies the Rappahannock fall line at Fredericksburg as the tidal limit and describes the river below Route 1 as tidal. This does not establish permission at every bank.
Plan from the exact source and place
The City permits public fishing at City Dock 24 hours a day, seven days a week, subject to weather or hazardous-condition closures. This is a dock/fishing schedule, not beach-swimming permission.
City Dock is listed at 207 Sophia Street, with boating, fishing and parking references. A dock or launch does not by itself establish a named sandy beach.
The City describes the Rappahannock as inherently dangerous and does not recommend swimming. This safety advice is not converted into a blanket legal prohibition or beach-suitability rating.
The City discourages swimming at Old Mill Park; that advice alone does not decide whether a physical shore qualifies as a beach.
A City planning document locates Old Mill Park at the base of the river’s fall line. The exact tidal-shore segment and named lawful beach arrival remain unresolved in this review.
Riverfront Park is a City park with Rappahannock views, open space and an interactive water feature. Those park features are separate from a verified sandy river-beach arrival.
